Top Care ER is a Freestanding Emergency Room Medical Care Facility.

Notice For All Patients

  • Top Care Emergency Room is a Freestanding Emergency Room Medical Care Facility.
  • By Texas state law your health insurance company is required to process your ER visit at in network benefit levels.
  • The facility charges rates comparable to a hospital emergency room and may charge a facility fee.
  • Either the facility or a physician providing services at the facility may be out-of-network with the patient’s health plan.
  • Physician(s) providing care at the facility may bill separately from the facility.
  • Top Care ER is out-of-network for all benefit plans.

The CMS (Center for Medicare and Medicaid Services) does not yet recognize Freestanding Emergency Centers which is why Top Care Emergency Room cannot currently accept the following medical insurances: Medicaid, Medicare, and Tricare.

Texas Senate Bill 425

Per Senate Bill 425, which took effect on September 1, 2015, House Bill 3276, which took effect September 1, 2017, and House Bill 2041, which took effect September 1, 2019, and relates to healthcare information provided by and notice of fees charge by Freestanding Emergency Medical Care facility, we are required to post a sign stating:

  • This is a freestanding emergency medical care facility.
  • This facility charges rates comparable to a hospital emergency room and may charge a facility fee provider network.
  • This facility or a physician providing medical care may be an out of network provider for the patient’s health benefit plan.
  • The physician providing medical care at the facility may bill separately from the facility for the medical care provided to a patient.
  • This facility is an out of network provider for all health benefit plans.
  • Per Senate Bill 2038, Freestanding ERs are required to publicly share testing charges or vaccinations for an infectious disease when a state of disaster has been declared.

The facility is not a participating provider in any health benefit plan provider network. Our goal is to help all patients who come through our doors. Our patients never have surprise billing. Ever. We’ll file with the insurance companies on your behalf. We are, first and foremost, patient advocates.

  • Fees range from $500 to $3600 depending upon the level of care necessary to properly treat your condition or illness.

It is important to note that the out-of-pocket costs to a patient may differ from the prices mentioned in the list above because of the following reasons:

  • Your physician may end up ordering other procedures, more testing, or utilizing additional drugs or supplies during the actual surgery, so the cost of the procedure may be different than what is shown.
  • Your insurance may negotiate rates with our health system, and your particular plan design and where you are at during the year with regards to your deductible and out-of-pocket maximum can largely affect what you will be expected to pay out-of-pocket for your visit.
  • If you do not have insurance, are underinsured, or if paying the full amount for treatment would cause financial significant difficulties, please contact us for financial assistance options, which may reduce the out-of-pocket costs for your visit.

No Surprise Bill Ever!

We proudly uphold a Transparent Billing Commitment at Top Care Emergency Room ensuring our patients experience upfront, clear pricing without any unexpected charges. From the beginning, our focus has been on offering reasonable, fair, and affordable fees with no hidden costs.

In accordance with the No Surprise Act requirement the beneficiary or guarantor receiving services at Top Care Emergency Care Center will not be balanced billed for any amounts which are considered not allowable by your insurance company. The guarantor or beneficiary will only be billed for co-pays, deductibles, and co-insurance amounts in accordance with the insurance plan.

  • As per the No Surprise Act mandate, individuals receiving services at Top Care Emergency Room won’t face surprise bills for any non-allowable amounts by their insurance.
